2.25.010        Creation of department.

There is hereby created a city department known as the Federal Way police department (“department”), whose duties and responsibilities shall include: enforce criminal laws and civil infractions; investigate crimes and refer for prosecution, educate the community on enforcement practices and crime prevention, work collaboratively to identify crime trends and implement solutions to reduce crime, provide proactive services and security to community, participate in the local, state, and federal criminal justice and national security systems, administer animal services, including licensing.

2.25.020        Police chief – Appointment and confirmation.

There is hereby created the position of police chief. The mayor shall appoint a chief of police, subject to confirmation by a majority of the city council. The position of chief of police shall be exempt from the civil service system.

2.25.030        Police chief – Duties.

The police chief shall be responsible for directing the city’s community-oriented policing organization including facilitating citizen and business involvement; assuring the prevention of crime and protection of property and life through the enforcement of state, county, and municipal laws and ordinances; providing advice and counsel to city officials regarding law enforcement; and supervising law enforcement staff.

2.25.040        Police chief – Qualifications.

The police chief shall have any combination equivalent to a bachelor’s degree in law enforcement, public administration or related field and ten years’ increasingly responsible and varied administrative experience in a qualified federal, state, county or municipal law enforcement agency including at least five years’ supervisory experience.

Incident Type	Definition	Examples
Harassing Phone Call	Unwanted phone calls of an annoying, harassing or threatening nature.	Immediate hang-ups, obscene language, etc. with no known suspects.
Hit and Run	Leaving the scene of an accident without providing required license, insurance or vehicle information.	Damage caused by another vehicle in which the driver should have left information or fled the scene without stopping to exchange information.
Identity Theft	Obtaining someone else’s personal identifying information and using it to obtain credit, goods or services.	Someone obtains a credit card using your S.S.N. or obtains phone service using your personal information.
Lost Property	When property is missing or lost.	Property that is missing, leaving items in restaurant, or missing from home.
Theft	Your property is taken without your permission.	Property known to be stolen and missing may be reported. Lost property is not a theft.
Theft from Vehicle	Attempts to steal property from a motor vehicle or actually stealing property from a vehicle.	Stolen equipment or belongings from a vehicle.
Vandalism	The act of changing, modifying or defacing public or private property including vehicles.	Graffiti, knocking over mail box, throwing rock through windows, keying a vehicle, spray painting a vehicle.
